Why?

The State Government’s policy document called the Metropolitan Strategy applies to all of Sydney. It places a requirement for the North Sub-region (Ku-ring-gai and Hornsby municipalities) to provide 21,000 new dwellings by the year 2031. Ku-ring-gai Council is to provide 10,000 new dwellings by 2031.

 

Ku-ring-gai Residential Strategy 


Part 1
- Known as LEP194, LEP200, LEP202 and LEP204 and the Minister's six sites, zones enough land for a potential yield of 10,302 units.

 

What you currently see being constructed along the Pacific Highway and Railway Corridor and St Ives.

 

Part 2 - The Town Centre Plans for St Ives, Turramurra, Pymble, Gordon, Lindfield and Roseville plan retail/commercial development with unit development as shop-top housing.

 

In January 2008, the Planning Minister seized Council’s planning power and appointed a Planning Panel to develop the Town Centre Plans.

 

The Draft Town Centre Plans were rubber stamped by the State Government appointed Planning Panel on 27th May 2009. Planning Minister Kristina Keneally who has inherited her predecessor’s powers is currently preparing to gazette (make legal) the plans.

 

The problem: planning reforms

 

So-called planning reforms have eroded council power and public participation, removed independent assessments and given unprecedented discretionary power to the Planning Minister under Part 3A of the Environmental & Assessment Act. It allows the Minister to seize control of Councils by appointing Planning Panels and to approve projects over a certain value.  Planning is done “behind closed doors” and planning decisions are made without due debate. Local communities have lost their democratic right to have a say in the development of their area.  

 

The series of reforms has largely been promoted by major development industry organisations including the Urban Development Industry (UDIA), Property Council of Australia and the Urban Task Force of NSW. The position of these organisations can be found on their websites.

 

The unit blocks you currently see represents only 20% of what is planned:

·         Plans consist of land zoned for a potential 18,000 new dwellings. Almost double the required dwelling target imposed in the Metropolitan Strategy.

·         In addition, many hundreds more units are being determined at the discretion of the Planning Minister eg Lindfield UTS site, the SAN hospital/residential development Wahroonga, Rippon Grange Wahroonga and sites in Pymble, Lindfield and Gordon.

·         Population is expected to increase 30 - 50%
Retail/commercial developments are also planned to increase in 6 Town Centres, some by 150%
Public land is also zoned for development, some sites to 9 storeys.

 

Objectionable!!

 

  • NSW Planning Minister’s imposed Planning Panel, renumerated at rate-payers’ expense.
  • Around double the required dwelling target imposed by the Metropolitan Strategy is planned.
  • 7-9 storey buildings are planned to tower on the ridgeline of Pacific Highway and at St Ives Shopping Centre, with a bonus floor added on provision of a “public benefit”.
  • The Director General waived a Local Environmental Study in an area of high biodiversity. The destruction of our environment seriously threatens the survival of a number of endangered species and ecological communities (one critically endangered).
  • Private properties can be compulsory acquired for open space and roads impacting on people’s property rights.
  • A minimum shortage of 14,000 sqm of Open Space will result from the population increase planned.
  • Large areas of intact heritage housing have been sacrificed for development and will not be protected from inappropriate development.
  • The Plans ignore independent studies on capacity of our infrastructure (roads, traffic, water, and sewerage), limits for retail/commercial development.  The Pacific Highway has no major upgrade planned to meet the minimum 20,000 additional cars expected from the additional population increase.
  • The Plans are not staged nor planned to be delivered in an orderly way- already over 4,000 dwellings have been approved in 4 years with no additional infrastructure or services provided.
  • Planning demands in Ku-ring-gai are inconsistent with other areas.
  • Ku-ring-gai is the only Sydney area delivering a 25-year target in one go.
  • Currently Ku-ring-gai is one of two remaining Sydney areas denied Urban Conservation Areas (UCA) to preserve heritage items.

 

What next?

We cannot remain silent and allow the quality of life in Ku-ring-gai be destroyed for ourselves and the generations to come!!!  So join us to force the government to change its planning directions.
